The crash happened just outside All Saints’ Church, while a group of pupils were on a supervised walk. At the same time mourners were gathering for a funeral.

A man attending the funeral pulled Macy free, after she was pinned underneath the car when it mounted the pavement.

Suffolk police said that the 41 year old driver would not face charges over the incident. This decision was made following a medical assessment.

A spokesman for the police said: “Follow-ing extensive inquiries into the cause of the collision, and consultation with the Crown Prosecution Service, medical reports on the 41-year-old mean police will take no further acction against her.”

Mrs Waterman and other parents plan on taking legal action against the driver in a bid for compensation for Macy and other injured children.

Mrs Waterman said: “I am so angry. I am totally in shock. Macy’s physical injuries have healed, but her mental injuries have not. The trauma is going to be there for years.

“My daughter is one of the luckier ones, but this has affected her.

“She is up every night crying, thinking she is being run over. My daughter has got scars on her arms and she has been diagnosed as having post traumatic shock disorder.”

Olivia Li was one of the school children worst injured, leaving her with a broken collarbone and two broken legs. She is expected to make a full recovery.
